How the member States of the Council of Europe can best address these challenges will be the key theme of a high-level conference in Sofia (Bulgaria) to be held on 5-6 April 2016 at Sofia Hotel Balkan.<\/p>\n<p>The conference is\u00a0organised\u00a0by the Council of Europe and by the government of Bulgaria that currently chairs the Committee of Ministers of the Council of Europe and identified children rights as one of its Chairmanship priorities.<\/p>\n<p>Bulgarian President\u00a0<strong>Rosen\u00a0Plevneliev<\/strong>; Deputy Secretary General of the Council of\u00a0Europe\u00a0<strong>\u00a0Gabriella\u00a0<\/strong><strong>Battaini-Dragoni<\/strong>, President of Malta\u00a0<strong>Marie-Louise\u00a0Coleiro\u00a0Preca<\/strong>, and Deputy Prime Minister and Minister of\u00a0Labour\u00a0and Social Policy of Bulgaria,\u00a0<strong>Ivailo<\/strong><strong>\u00a0<\/strong><strong>Kalfin<\/strong>, will speak during the opening ceremony. The keynote speech will be delivered by the Council of Europe Human Rights Commissioner\u00a0<strong>Nils Mui\u017enieks<\/strong>.\u00a0<strong>Daniel\u00a0Mitov<\/strong>, Bulgarian Foreign Minister,\u00a0<strong>Margus<\/strong><strong>\u00a0<\/strong><strong>Tsahkna<\/strong>, Foreign Minister of Estonia that will hold the next Chairmanship of the Committee of Ministers, and\u00a0<strong>Benyam<\/strong><strong>\u00a0<\/strong><strong>Dawit<\/strong><strong>\u00a0<\/strong><strong>Mezmur<\/strong><strong>,<\/strong>Chairperson of the UN Committee on the Rights of the Child will address the participants in the morning plenary session.<\/p>\n<p>On Tuesday afternoon, the Special Representative of the Council of Europe Secretary General for Migration\u00a0<strong>Tom\u00e1\u0161<\/strong><strong>\u00a0<\/strong><strong>Bo\u010dek<\/strong>\u00a0will be among speakers at the panel on the rights of children on the move and lessons learned from the refugee crisis.<\/p>\n<p>High-level delegations from the Council of Europe member States, including 18 ministers, representatives of international\u00a0organisations, NGOs dealing with children rights, as well as\u00a0children of 15-18 years\u00a0 from all over Europe\u00a0who have personal stories to share, will participate in the conference.<\/p>\n<p>At the conference, the new \u00a0<span id=\"yui_3_16_0_ym19_1_1459831058614_6412\" lang=\"EN-US\"><b id=\"yui_3_16_0_ym19_1_1459831058614_6414\"><a id=\"yui_3_16_0_ym19_1_1459831058614_6413\" href=\"http:\/\/anws.co\/bfpr3\/%7Bb53a775c-0896-47ae-a7ea-6dbd2a14a166%7D\" target=\"_blank\" rel=\"nofollow\">Council of Europe Strategy for the Rights of the Child for 2016-2021<\/a><\/b><\/span>\u00a0will be officially launched.
