{"id":7489,"date":"2016-07-25T08:34:09","date_gmt":"2016-07-25T06:34:09","guid":{"rendered":"https:\/\/evropaworld.eu\/en\/?p=7489"},"modified":"2016-07-25T08:34:09","modified_gmt":"2016-07-25T06:34:09","slug":"council-of-europe-secretary-general-welcomes-german-legislation-to-end-violence-against-women","status":"publish","type":"post","link":"https:\/\/evropaworld.eu\/en\/council-of-europe-secretary-general-welcomes-german-legislation-to-end-violence-against-women\/","title":{"rendered":"Council of Europe Secretary General welcomes German legislation to end violence against women"},"content":{"rendered":"<p class=\"yiv9937646343MsoNormal\">\u201cI welcome the vote in the German parliament to pass the so-called <i id=\"yui_3_16_0_ym19_1_1467956671217_101597\">No means No<\/i> law, which brings Germany in line with our convention to end violence against women,\u201d said Council of Europe Secretary General <span class=\"yiv9937646343SpellE\">Thorbj\u00f8rn<\/span> <span class=\"yiv9937646343SpellE\">Jagland<\/span>.<\/p>\n<p id=\"yui_3_16_0_ym19_1_1467956671217_101573\" class=\"yiv9937646343MsoNormal\"><span id=\"yui_3_16_0_ym19_1_1467956671217_101592\">\u201cRape cannot be limited to just physical assault,\u201d he said of the Council of Europe\u2019s <\/span><a id=\"yui_3_16_0_ym19_1_1467956671217_102045\" href=\"http:\/\/anws.co\/bhHD1\/%7B8829a4ca-3f50-419f-957e-13060d3c4745%7D\" target=\"_blank\" rel=\"nofollow\"><span id=\"yui_3_16_0_ym19_1_1467956671217_102044\">Istanbul Convention<\/span><\/a><span id=\"yui_3_16_0_ym19_1_1467956671217_101576\">, which requires European governments to define rape as non-consensual acts of a sexual nature and criminalise it.\u00a0 \u201cThis vote means that women who say no to sex mean just that.\u201d<\/span><\/p>\n<p id=\"yui_3_16_0_ym19_1_1467956671217_101572\" class=\"yiv9937646343MsoNormal\"><span id=\"yui_3_16_0_ym19_1_1467956671217_101575\">German ratification of the Istanbul Convention will be a major step to end violence against women and domestic violence in Germany, and should encourage more governments to ratify, he added.<\/span><\/p>\n<p id=\"yui_3_16_0_ym19_1_1467956671217_101412\" class=\"yiv9937646343MsoNormal\"><span id=\"yui_3_16_0_ym19_1_1467956671217_101411\">The Istanbul Convention criminalises violence against women in all its forms. It seeks to prevent violent acts, protect and support victims and prosecute perpetrators. Monitoring of compliance with the convention is done through an independent expert group (<a id=\"yui_3_16_0_ym19_1_1467956671217_102043\" href=\"http:\/\/anws.co\/bhHD2\/%7B8829a4ca-3f50-419f-957e-13060d3c4745%7D\" target=\"_blank\" rel=\"nofollow\">GREVIO<\/a>, or the Group of Experts on Action against Violence against Women and Domestic Violence).<\/span><\/p>\n<p id=\"yui_3_16_0_ym19_1_1467956671217_101401\" class=\"yiv9937646343MsoNormal\"><span id=\"yui_3_16_0_ym19_1_1467956671217_101400\">Of 47 Council of Europe members, only five (Armenia, Azerbaijan, the Republic of Moldova, the Russian Federation and Liechtenstein) have neither signed nor ratified the Istanbul Convention.
